TUESDAY TATTLER : WHO ARE THESE "Hoosiers for Quality Education"? PART 2
Who are "Hoosiers for Quality Education"? Hoosier Voices originally asked this question in February 2015 when we noticed them using "Hoosier Voices" as a section on their website.
They are NOT Hoosier Voices for PUBLIC Education and they most definitely are NOT true supporters of Indiana's children of traditional public education. We all know too much about their Senior Advisor and Consultant, Tony Bennett. One can only wonder what he is advising them to do. However, we can assume that he is very much in support of all the legislative maneuvers to continue the destruction he left behind and the attacks on Superintendent Ritz. Tony Bennett spent years attacking Indiana's teachers and putting undue pressures on Hoosier students. He set out to destroy our PUBLIC schools in favor of privatization and the padding of the wallets of the rich cronies of the GOP. For example, the CEO/Chairman and Founder of Hoosiers for Quality Education (and the Institute for Quality Education), Fred Klipsch. Let's look at the campaign contributions of Mr. Klipsch and his PAC to see the control H4QE has over the writing and passage of legislative detrimental to Indiana's PUBLIC schools and their hopes to elect a Bennet puppett, Dr. Jennifer McCormick, to replace Glenda Ritz as Superintendent of PUBLIC Instruction.
Below you will find the current campaign finance reports for contributions from the Hoosiers For Quality Education PAC. Here you will see some very familiar names (names of legislators who have lead attacks against PUBLIC education and Glenda Ritz). Take a close look, compare this report of contributions to the lists of Roll Call votes on damaging legislation and make the correlation we have made. H4QE supports charters, vouchers, privatization, and their wealthy stakeholders. They do not support Hoosier Voices or the very PUBLIC school children we all seek to protect and serve.

When you do the breakdown of their contributions you can get an idea of their motives. You can also get a good glimpse of which candidates they are certain will do their bidding if elected. They hit heavy on contributions to Speaker of the House Brian Bosma, Senate President Pro Tempore David Long, Education committee chairs Behning and Kruse, Chair of House Ways and Means Committee Tim Brown, along with others favorable to their privatization agenda. As you can see they have also poured heftily into the McCormick campaign to unseat Glenda Ritz. Dr. McCormick tries very hard to convince educators, PUBLIC education advocates, and PUBLIC school families that she is not a clone of Tony Bennett and his ideals. However, when you look at her supporters you can see pretty clearly who is lining her campaign coffers to get her to follow their plans. Take a look at the totals for the "BIG WINNERS" of the H4QE Campaign contribution race and see just where they plan to get their mission accomplished.

"Hoosiers for Quality Education was formally known as a 501(c) group, Hoosiers for Economic Growth, who as of 2013, has contributed over $2.3 million dollars in 7 years to 99.4% of Republican candidates. In that time frame, one lobbyist of interest emerges -- Lindsey Brown. While your group claims in one point to have only spent $274k in the 2014 election, what's troubling, that according to filing, expenditures totaled $338k. What's equally troubling that according to the filings with the Secretary of State's page in Indiana, your group is past due in it's Business Entity Reports. Now, according to some filings, your chairman is Fred Klipsch, who entertains interesting ties to certain groups (Koch Bros. to name one specific.) Wait, isn't he also Pence's treasurer? One particular agenda item of this group is "projects that explore how the principles of free enterprise and classical liberalism promote a more peaceful and prosperous society" and are issued for education grants. What's lost on these groups, is free market, as an economic idea, is lost due to risk mitigation to be used at the expense of the taxpayers, with a potential ultimate goal of increasing standardized testing (with projections of 14 hours 30 minutes this year alone for 3rd graders -- thank you GOP mandated at the state level to let CTN/McGraw do their will unabridged) and when standardized tests don't completely destroy public education, privatization will. So in the end, without releasing all your little secrets, Hoosiers for Quality Education, you are promoting this agenda under the guise of a new, "cheerier" name. "
In closing the original post we promised to call out those who claim one thing and then act contradictory to their statements and goals. This post is a continuance of our mission to point out the discrepancies of this particular group and who they truly are. Now we must continue to alert true "friends" and "supporters" of Indiana's PUBLIC schools as to who these characters are and what their ultimate purposes include. We must stand up to, not only our legislators and Governor, but also to these "false support" groups and make sure our PUBLIC schools and our children are no longer harmed by their desire to make money for their friends and cronies across the country.

#RememberInNovember: The Fab 5 State Legislators Bent On Destroying Public Schools, One 'A' District At A Time

The Fab 5 that made the Indiana charter school mess by authorizing Grace College

In 2002, the State of Indiana adopted the policy that established the charter school system. It wasn't until former Governor Mitch Daniels' second term of office that charter school legislation burgeoned, in great part due to the financial and political support of wealthy individuals like the Koch brothers, Klipsch, and the Waltons in addition the American Legislative Exchange Council PAC (aka: ALEC).
The initial intended purpose of the 2002 legislation was to address educational need in districts that were struggling with overall academic performance and graduation rates. Slow to grow over the course of those initial 6 years, the Daniels administration and Tony Bennett took it upon themselves to champion the so-called 'school reform' ideology which amped into high gear during the 2010 and 2011 legislative sessions with Indiana becoming known to have one of the most expansive school reform agendas administered into public policy in our country.
In the 'real' reality of today's educational climate, we have strayed significantly from the original intent and purpose of that 2002 charter authorizing legislation, as evidenced most recently through the South Shore Classical Academy (SSCA) charter school application for authorization through Grace College. SSCA purports to provide differentiated instruction not currently available in the local public schools by providing the Michigan based Hillsdale College model of "Classical Education". Not only does the evangelical private Christian school Grace College stand to financial gain from this charter, so does Hillsdale College which was established by Freewill Baptists and in its Mission touts Hillsdale students as being "Grateful to God for Inestimable Blessings".
This leads me to question "how did we ever get here"? How did we get to the point where a charter school would need to situate itself strategically amongst 3 'A' ranked public schools with diverse school populations, excellent graduation rates, active and engaged parents and community, who have the will and disposition to 'self-fund' through the passage of school funding referenda? How did we get to the point where charter schools are actually glorified private religious schools being funded on the public's dime?
Even if I can't answer the 'how', there is one thing that I know I can answer and that is who brought this chaos to bear? It doesn't take much more than a quick google search to find the answer to that question. And interestingly enough, duplication is easy to find between the legislation that authorized charter school expansion and the list of Community Partners provided by SSCA in their application.

I am not certain if it is common practice for State Legislators to openly serve as 'Community Partners' with charter schools in organization and planning and development of the charter, but I do know there isn't anything more wrong with the process than politicians laying names to support charter applications. If this is going to become common practice with our State Legislators, then there truly is only one way to fix this problem and it requires going to the polls on election day and voting 'representatives' like this out of office. After all, with so-called 'Community Partners' like these, who needs enemies?
To fully understand who got us here, we also have to look at the 2011 'school reform' legislation, that allowed ideological religious institutions like Grace College to myopically approve charter applications while cloistered in secrecy with their Board of Trustees and Senior Administration deciding whether to collect the check or not.

If you look closely, you will see that both Ed Charbonneau and Ed Soliday voted to APPROVE Grace College as a charter authorizer. These self-proclaimed 'supporters of education' literally laid the ground work for the SSCA charter to come in to Valpo today - their own community.
You will also see that Dennis Kruse, the SSCA advisory board member, introduced this legislation in the Senate and voted for it while Brian Bosma introduced this legislation in the House and voted for it. One of our personal favorite legislators here at Hoosier Voices, Bob Behning also voted to give Grace authorizer status.
So there you have it: Charbonneau, Soliday, Kruse, Bosma, and Behning are the Fab 5 that created this mess in Porter County and across our Great State.
Have you emailed the Fab 5? Have you let them know that while you aren't certain if they knew that this is where the 2011 charter expansion legislation would bear fruit, you do know that they created the mess and they need to fix it! Tell them that you expect them to PUBLICLY come out in opposition to this Charter School. Tell them that you expect them to put pressure on the Grace Board of Trustees to turn this charter application down. Furthermore, tell them that you expect them to go back to Indianapolis and fix this policy mess they have created. That is, IF they get reelected.

TUESDAY TATTLER : WHO ARE THESE "Hoosiers for Quality Education"?
Formerly known as Hoosiers for Economic Growth, this Fred Klipsch group appears to be a false front for Quality Education in favor of stripping true PUBLIC schools of much needed funding in support of vouchers and private corporation profits through their "false advertisement" of being supportive of Indiana's school children. Hoosiers for Quaility Education sits in the front line of attacks against State Superintendent of Public Instruction Glenda Ritz. They endorse most all of the attempts of the House and Senate leaders, and Governor Pence, to strip Superintendent Ritz of her powers as an elected official and to siphon more financial support from Indiana's PUBLIC schools into the pockets of private and charter school leaders.
The Institute for Quality Education, a partner with Hoosiers for Quality Education, has gone so far as to "steal" the Hoosier-Voices title for a section of their website. Both of these groups list Fred Klipsch as their CEO/Chairperson and Founder. This move blatantly confuses true supporters of Indiana's traditional PUBLIC schools, by leading them to believe Hoosier Voices agrees with these bills and the support of the GOP agenda to further destroy our educational system by over testing, under funding, and stripping the ELECTED Superintendent of the duties and powers 1.3 million plus voters put her in office to see through.
Looking further into this group you find that none other than Tony Bennett, the man who lost to Glenda Ritz, acting as a "consultant" to them on matters of quality education. Hoosier voters, both Republican and Democrat, saw through his inabilities and together voted him out. Why would any group claiming to support quality education and the children of Indiana choose this man as a consultant in any manner.

Just IN: Pence takes aim at liberating Hoosiers from oppressive and cumbersome freedoms
And Its About Time Already

In a strong arm maneuver
with the goal of further emancipating Hoosier voters of their thoughts,
choices, and time, Governor Pence and his education reform minions in the State
House Education Committee passed legislation that would remove Glenda Ritz as
the duly elected Chairman of the State Board of Education in favor of granting
control of the Board to one of his political appointees.
And thank goodness,
because I was beginning to think that Governor Pence just wasn’t getting all of
those letters I wrote about how un-American it is to be bothered with voting,
that most of us backwoods rednecks just aren’t educated enough to choose
leaders at the State level. After all, I did attend and matriculate from the
Indiana public school system, the great failure that it is: what could I ever
know about freedom, representative government, and education?
From a strategic
standpoint, it is a heck of a lot easier to move indiscriminately forward with the
Koch, Bush, and Walton family’s education reform agenda without having even one
person in power that might actually know a little bit about public education.
Really – who wants to get in the way of egregious political pandering to
well-moneyed interests of such contemporary geniuses as those that brought us
all-day pay one price passes on a flying luge, Texas oil-men accents for New Englanders,
and lead-based toys imported from China? America would be stuck in a cultural
abyss if it weren’t for the likes of these elephantine children that were born
with a silver-spoon in their mouth.
At the end of the day,
we all know that those wily Founding Fathers must have been wearing their
powdered wigs a little too tightly when they ascribed to archaic and misguided
philosophies from the Age of Reason that advocate robust debate, freedom of
speech, and an elected representative government. Now if we could just convince Pence to solve this liberal media problem, we all would be able to breath a little easier knowing that we don't have to worry our pretty little heads about the First Amendment anymore.

WHERE IS THE OUTRAGE?
As early as election night 2012, when Tony Bennett fell to the mighty Ritz Army, Mike Pence and his corporate GOP cronies started planning for the perfect time and manner to throw out 1.3 million votes and oust the ELECTED Superintendent of PUBLIC Instruction. Their attempts have been futile, to say the least. They have gone after her in so many ways from a variety of directions, but she has remained strong in her convictions to serve the electorate and the children of Indiana.
It is time once again for the Ritz Army to stand up, be heard, and be counted. We must make calls, write letters, and send the message that 1.3 million voters cast their ballots for many reasons to Elect SUPERINTENDENT Ritz. Those votes were not just as a referendum of Tony Bennett and his misguided reforms. Those votes sent a message that Hoosiers want what is best for our children and their education. The message was to step back the reforms, back down from the corporate push of Mitch Daniels, and to rise above the greedy profiteers of so called "reform". The Ritz Army marched to the polls and declared freedom from ALEC, Bennett, Daniels, and from the corporate profiteering of the GOP campaign backers. Now we must lace up our marching boots and take back control of our children's education by becoming even louder than Election night 2012.
As you go through the next few days, take the time to rattle a few cages. Make some noise and apply some pressure. Call your legislators, call committee members, call the Governor's office, write letters to newspapers, talk to all your family and friends, and make every effort to inform the public around you what is happening and how it needs to be addressed.

Pence's Players
Governor Pence is getting a good deal of "credit" for continuing the destruction of Public education in Indiana. This credit is all well deserved; however, he should not be given sole credit for the continued efforts to destroy our Public schools for the good of his cronies in the private sector. No, Covernor Pence is not alone in his efforts. One need only look to the Indiana State Board of Education and the Indiana General Assembly to see the other players in this game.
We all know Representative Bob Behning(R-district 91) is a major "go-to" player in this game of keep away they are playing with our public school children. Representative Behning made every effort to continue draining monies from our children and to take power away from the ELECTED Superintendent of Public Instruction, Glenda Ritz. It is up the the voters of District 91 to see that this type of nonsense is stopped. Bob has been in the state house too long. He needs to be sent to "retirement" where he can arrange flowers and leave our children's educations alone.
Now, Governor Pence has created a new "agency" to shadow the Department of Education. He has appointed a leader of this agency who will be paid a salary greater than that of Elected Superintendent Gelnda Ritz, to basically assist in the sabatoage of the state agency and the will of the Hoosier voters. Helping the governor push his agenda are his State Board of Education appointees. Leading the charge of the Pence/Daniels/Bennett agenda is State Board member Dan Elsener. Mr. Elsener has tried very hard in recent board meetings to highjack the meetings from the Department of Education's ELECTED official as chair of the board. He has attempted to violate Indiana's open door laws, by maneuvering to add to the posted agenda after meetings have begun. Mr. Elsener is a Private university president, and has no business making decisions for our PUBLIC school children. His mission is to continue to pad the walletts of private sector cronies who will profit from the fleecing of our public schools. Mr. Elsener has recently "cride foul" over negative emails and phone calls he has received. He and other board members have even asked Superintendent Ritz to "call off her people". Well, Mr. Elsener needs to know that Glenda does not "control" the voices of the Hoosier voters who elected her. She represents those 1.3 million voters daily in her attempts to thwart the endless shenanigans of Pence and his "players".
It is time for those Hoosier voters to once again exercise their rights as citizens. Speak up against the continued efforts of these politicians make your voices heard. Continue to email, call, and spread the word that these people must be stopped at every turn. They need to know that our PUBLIC schools are valued by the majority of Hoosiers, and they must not be allowed to fund their private sector cronies any longer. Make your voice heard. Make your feelings known. Email and call often, until those who have the opportunity to make things right again for our public schools are doing just that, or we demand their resignations or vote them out.

Final Grades: State Legislators
Hoosier Mom's Public Education Grade Book
Spring Session 2013
It is that time in the legislative session when the Hoosier Mom must submit the final grade card for our legislators. The grades are based on their support for public education as measured through their votes.
The Hoosier Mom chose 5 bills as "tests" of our legislator's support for public education this session. Just like in school, legislators will earn points by passing the test and using their vote in support of public education. Just like in public school, legislators that chose to not take the test do not earn points: there is no make-up test.
The 5 tests were:
SB 189 - Performance Qualified Schools
HB 1003 - Voucher Program Expansion
HB 1338 - Charter School Expansion
HB 1357 - Deprofessionalization of Superintendent Licensure
HB 1427 - Common Core & other Tony Bennett matters
There are many legislators who are failing to support public education. The Hoosier Mom suggests a voter takeover of these legislator's positions in the upcoming election year. Accountability is the priority here: they must be held accountable to the voters.
The only option we have is to elect legislators that will documentably support public education via their vote.

CALL TO ACTION - NO to HB1003
Tomorrow, April 8, 2013, your Indiana State Senate will take a vote on HB 1003 - Voucher Expansion.
YOU MUST ACT NOW!
It is time to show our legislators the power of 1.3 million voices. We spoke up in November and sent Tony Bennett to Florida when WE elected Glenda Ritz. We need to speak up again and tell our senators to once again VOTE NO on HB 1003.
Now is not the time to rob more money from our public schools in the form of vouchers for private school students. We can not afford to continually take money from our PUBLIC schools to finance private parochial and charter school corporations. We MUST stand up and be heard, loud and clear, once again.
Contact your Senators TODAY and let them know that you will accept nothing but a NO vote on this funding fiasco they call voucher expansion. HB 1003 is a nightmare to our public schools.

So the Indiana Supreme Court ruled last week that the state's voucher program is legal; thus, allowing for public tax dollars to continue being used to finance private school tuition.
"We hold that the Indiana school voucher program, the choice scholarship program, is within the legislature's power under Article 8, Section 1, and that the enacted program does not violate either Section 4 or Section 6 of Article 1 of the Indiana Constitution," the justices wrote in the 5-0 decision.
It is important to note, that this ruling not only allows for a voucher program to finance private school tuition, but it also allows for these funds to be utilized for those private insititutions with a religious base. Apparently the Supreme Court does not hold a belief that the Indiana Constitution calls for a separation of church and state when allowing our public tax dollars to finance the tuition of private paraochial schools. However, just because the Supreme Court ruled vouchers to be constitutinally legal, it does not mean that they should be rapidly and continually expanded at the expense of our state's public schools.
At the legislative level the next step for the Voucher Expansion Bill (HB 1003) is the Tax and Fiscal Policy Committee. Since HB 1003 had a fiscal cost, it was recommitted to the Tax and Fiscal Policy Committee for approval in their final meeting this morning. Senator Kenley is a member of this committee, so it would seem that his amendments will be accepted to reduce the fiscal cost and thus move the bill out of committee and to the full senate for a vote. This could happen anytime between April 4 and April 10 making it vital for ALL senators to hear from PUBLIC education supporters in opposition to the Voucher Expansion Bill.
It is important to note that, even though Representative Robert Behning has assumed passage from the introduction of this bill, that 21 current Senators voted against vouchers in 2011. That group forms a strong base for opposition to voucher expansion. They should be thanked for their vote and asked to continue to vote against vouchers. They are: Republican Senators Alting, Becker, Boots, Head, Mishler, Nugent, Tomes, Waterman and Zakas. (9)
Democrat Senators Arnold, Breaux, Broden, Hume, Lanane, Mrvan, Randolph, Rogers, Skinner, Tallian, Taylor, Richard Young. (12)
It is just as important to note that there are 25 Senators who voted for vouchers in 2011 who are currently in the Senate. They should be reminded about the new additional fiscal costs for vouchers given to students who are already in private schools and asked to vote against expanding the voucher program at this time. They are: Republican Senators Banks, Buck, Charbonneau, Delph, Eckerty, Glick, Grooms, Hershman, Holdman, Kenley, Kruse, Landske, Leising, Long, Merritt, Pat Miller, Paul, Schneider, Smith, Steele, Walker, Waltz, Wyss, Yoder, and Michael Young,
There are also 4 Senators who are new to the Senate and did not vote on vouchers in 2011. They should be asked to hold to the original program and not expand vouchers due to the new excessive fiscal costs. They are: Republican Senators Bray, Crider and Pete Miller and Democrat Senator Stoops.
As you make your calls, send your emails, and write letters, be firm in your stance and remind your senators that this fiscal impact is not to be perceived as an effort to assist private school parents with tuition support, but it is a blatant swipe at our PUBLIC schools and robs them of much needed monies during some rough economic times. It is vital that we make a strong push to encourage our senators to vote down HB1003 and leave the voucher program at current levels and hold of expanding an already costly program.

Connecting the Dots: ALEC......to......Indiana - PART 3
Other "model" legislation has ALEC's DNA all over it. Consider SB 312 (Sen. Jim Smith-R) or HB 1334 (Rep. Jeff Thompson and Rep. Woody Burton), which prohibits a school employer from deducting union dues from a teacher's salary.
This piece of legislation was adopted by the Commerce, Insurance, and Economic Development Task Force at the States and Nation Policy Summit, December 2, 1998 and was approved by the ALEC Board of Directors January 1999.
Language from this model legislation was reintroduced by Goldwater Institute representative, Byron Schlomach.

2011's HEA 1002 set into motion the establishment of virtual charter schools in Indiana. Some of these schools, by the way, employ teachers in other states. Choice scholarships may now be used to pay student tuition as well as the salaries of these out-of-state teachers. At the same time, the Republican legislature supported huge cuts to the public education budget, leading to the loss of thousands of Indiana teaching jobs. Both the choice scholarship legislation and the virtual school language are ALEC-derived. The choice scholarship is set to be expanded in the 2013 session. While conservative state lawmakers supported the Mitch Daniels budget slashes to public education, leading to thousands of teacher layoffs, those same lawmakers supported legislation to expand virtual schools.
As mentioned earlier, the Virtual Public Schools Act was presented on December 4, 2004. This act provides students and families the choice of using virtual schools to "further the education" of their children. Model legislation was authored by two virtual school companies, K12 Inc. and Connections Academy.

So, how has K12 Inc. performed? Not well here in Indiana and not well in other states. While managing 2 of the 7 failing charter schools sponsored by Ball State University, they have had huge problems in other "education reform" states as well.
This ALEC model legislation was also introduced verbatim in Tennessee. Tennessee’s State Rep. Harry Brooks and State Sen. Dolores Gresham,both ALEC Education Task Force members, introduced the bill to their respective houses nearly verbatim, even using the same title (http://www.edweek.org/ew/articles/2012/03/01/kappan_underwood.html).
Tennessee: K12Inc has sponsored school in Tennessee was just caught doctoring grades. They have the internal emails where management directed its teachers to review their grade books and delete assignments that had an abnormally high number of failing grades.
Florida: K12Inc is under investigation in Florida for allegedly using non-certified teachers and instructing certified teachers to sign class rosters that included students they hadn’t taught.
Georgia: K12Inc is under investigation in Georgia for allegedly violating "critical federal special education laws and regulations."
Colorado: "...the National Education Policy Center (NEPC) at the University of Colorado shows that students at K12 Inc., ....are falling further behind in reading and math scores than students in brick-and-mortar schools" and "are also less likely to remain at their schools for the full year, and the schools have low graduate rates."
Remember: "It's all about the kids." So, given K12 Inc's shaky track record, how has it managed its finances? K12 Inc's (ticker symbol LRN) corporate revenue and profits are at an all-time high and that annual trend is looking to continue. That makes sense, considering Republican legislatures from around the country passed legislation opening the door for virtual schools.

Notice what happens to K12Inc's bottom line right after the nationwide expansion of virtual schools and the use of vouchers to pay for it.

These are but a few examples and, as you've probably gathered, I'm ready for a fight. I want a representative government, one whose legislators understand that they are our employees not one whose legislators are sucking at the corporate teat.
Help Connect the Dots and End the Cigar Parties
In early February, 2013 I engaged Sen. Brandt Hershman and Rep. Heath VanNatter about their involvement with ALEC and ALEC's role in authoring legislation. Sen. Hershman responded by claiming, "the idea that corporations are feeding legislation to us is just silly." -- Refer to the 2/19/2013 edition of the Frankfort Times.
Also, February 2013, I chose to email the Indiana General Assembly about SB 312 and HB 1334, outlining my objections and what I knew about ALEC. I received a reply from Senator Jim Buck (ALEC State Chairman and ALEC Board of Directors), where he insinuated that I was drunk and not qualified to be a teacher. How am I supposed to respond to that? We educate and we fight.
Educate everyone and demand that your legislators be held accountable with respect to their actions with ALEC! Expose ALEC legislators and identify ALEC-authored legislation. I've found that most people have no clue who ALEC is and how they affect their lives. That must change or the corporate-sponsored cigar parties will continue.
